Many project management paradigms require specifications as part of the design cycle.

Shrinking budgets and resources require the final product to be arrived at in the minimum number of steps – this requires a specification that has pared down the project’s paths to those with the greatest chance for success.

Outsourcing is nearly impossible without a well-defined specification.

A well-defined specification augments vendor contracting and clearly defines the deliverables expected.
